As far as I can tell, laws about wheel spacers were not created because of products like the Spidertrax (which is a properly engineered and manufactured part), but because of 'geniuses' that used a simple spacer ring and longer bolts/studs. Which indeed is a scary combination. It may be worth having a close look at the wording, but arguing with a cop below quota may still be fruitless.
