So I am currently taking my rubi apart to put bed liner in and one of the torque bolts holding down the rear seat floor mounting bracket was stripped does anybody know if there is a bracket under the tub that has a nut or threading so I can take that bolt out and replace the under tub bracket?

Best bet is to drill out the head of the old screw. Once the seat bracket is out, use vice grips to get the bolt out or weld a nut on top and reuse the bolt.

I've welded quite a few nuts onto stuck and stripped bolts. I weld them in place with adequate spatter protection. The heat of welding helps break the bolt loose. Just keep a fire extinguisher nearby just in case.

You may be able to put vise grips on the underside of the bolt since the bolts go thru the floor. I noticed this on the front seats when I was swapping seats.

Another option is to cut a slot in the bolt with a dremel and use a flat screwdriver or bolt out bit.
