I was on Top of the World trail a few years ago in April and had lunch inside Rubi since it was snowing. Frank (Stinger) used to live in Salt Lake City, he might have a good analysis of February weather.
I was there two Februarys ago. It was really cold (mostly 20's in the am) but no snow or rain. We pretty much had the trails to our selves and the restaurants were wide open. Had to keep the doors and tops on.
Just posting up that we are planning to attend Panamint Valley days in early Nov. We've been to this event put on by Cal 4 wheel in the past, and its done very well. If anyone is interested in going and connecting with us, please post up. Its always nice to have friends on the trails!
