Do you know when they started requiring a permit?

End of 2015. Here's a link to the press release for more info: https://www.nps.gov/cany/learn/news/news073015.htm

I would assume it's a pretty easy process to get the permit, but it is an extra step one should be aware of before making the hour-long drive from Moab.
